Another option for the last border on the navigation list is to just define li:last-child {border: none;}. It won’t work in IE, though, unfortunately. If you change it from border-right to border-left, you can use li:first-child {border: none;}, which achieves the exact same effect, but will work in IE7 (but not IE6). If you really want to support IE6, it can be fixed with Garrick’s suggestion of adding the ‘last’ class.

You should NOT be using HACKS to target browsers. Stefan Mischook said it best: "It is simply bad practice to rely on broken aspects of a technology in an attempt to make things work – any programmer worth his salt knows this." AND "The real problem occurs when you start using many hacks or if your hacks should fail, your website’s usability will be severely compromised."

I didn't understand your advice on "Whenever out-line css style is a big mistake". Instead of giving the last li an inline style of style="border-right: medium none;", just add a "last" class to the last li like so:
<li class="last">Text 4</li>

Your css would then be:
ul li {
display: block;
float: left;
margin: 5px;
border-right: solid 1px #000;
}
ul li.last {
border-right:none;
}
